Kelli Bills

With more than 15 years of appellate experience, Kelli helps clients navigate complex legal issues in courts across the country. From pre-trial dispositive motions to appeals in state and federal courts, Kelli draws on a passion for persuasive writing and oral advocacy to assist clients at every stage of litigation. She has handled numerous high-stakes appeals for clients in their most challenging cases, developing broad subject-matter experience in business disputes, bankruptcy, arbitration, securities litigation, and beyond. She is also a seasoned oral advocate,having represented her clients before courts at both the state and federal appellate levels.

Kelli’s knowledge and experience have earned her an “Up and Coming” designation in Texas Appellate Litigation by Chambers USA in 2024 and 2025, with commenters describing Kelli as a “superstar,” “an excellent writer and oral advocate,” and “absolutely brilliant.” She has also been named to the Texas Super Lawyers list in appellate litigation in 2025, after having previously received numerous Rising Star rankings.

Prior to joining Tillotson, Kelli practiced in the appellate practice group at Haynes Boone. Before that, she clerked for the Honorable Catharina Haynes on the United States Court of Appeals for the Fifth Circuit. She graduated with high honors from the University of Texas School of Law, where she was named a Chancellor and member of the Order of Coif and Order of Barristers.
